Municipal and State police are nothing more than hired guns. They should all be eliminated in favor of an expanded Sheriff Department whose principles are elected.
How many overlook the fact that the reality is, most officers work for a corporation (towns are literally companies aka incorporated) and that next to NONE of them qualify as "constables", on patrol or otherwise. (That's what COP means, BTW) - Essentially a judge on the move, able to make legal determinations right there on the spot without the need to call in and talk to a superior/supervisor.
There's a schism between good officers that walk the walk with a good heart and deal with true criminals - and then there's poser douchebags like the one that detained a father out for a walk with his autistic son early in the morning for "contempt of cop" because he didn't have ID in his sweatpants. We don't need any more of those assholes.
That's why some don't back the blue... Trust broken multiple times, people's lives ruined over trivial bullshit while extorting them under some nonsense that "injured the state" etc. We don't need a fucking swat team showing up in multiple $100k vehicles because laquanda dint git her whopper wif extra cheese on it. There are WAY too many with not enough to do just looking to "make their numbers".

The stripes are vertical, so that jives with the peace time flag, but the 77 stars had me puzzling, also the star background is meant to be white, with blue stars (from dark to light). That has not happened yet.
One idea that might fit:

US Flag Code (4 USC 1-10) requires that normal US flags meet the ordinary criterion, and if a decoration is not expected to get the same dignity as a US flag it should be clearly distinguishable, so bunting just contains stripes and stars in other nondescript patterns (8(d)). I'm particularly sensitive when people try to depict a US flag and have no idea how to get to 13 stripes and 50 stars (or any other valid configuration). It ain't easy! Hulk Hogan is absolute legend, but his artists were a bit too lazy to get all the stars in (the stripes are correct).]
This configuration has not 77 stars but either 81 or 83 depending on how the top cut-off row is interpreted. Having rounded corners it's clearly intended as bunting with the number of stars being irrelevant; it's a rounded-rectangle background prop, not a flag. Speculation of US 52 and Canada 25 is totally unwarranted.
Obama once famously referred to campaigning in "57 states". The territories are states for some purposes and not for others, and their count varies depending on what purpose. The US currently claims 16 territories. I've never seen Canada counted as 25, it has 10 provinces and 3 territories.

The police, their loyalty and accountability is a conundrum I constantly ponder.
They need to be completely separated from the civil service and politics. Able to make arrests of the aforementioned without influence or consequence.
The system of law likewise is broken to the point of being a criminal racket. Most “judges” are incompetent or corrupt.
