US Flag Code (4 USC 1-10) requires that normal US flags meet the ordinary criterion, and if a decoration is not expected to get the same dignity as a US flag it should be clearly distinguishable, so bunting just contains stripes and stars in other nondescript patterns (8(d)). I'm particularly sensitive when people try to depict a US flag and have no idea how to get to 13 stripes and 50 stars (or any other valid configuration). It ain't easy! In fact, Trump just endorsed something with an invalid flag and star field in today's GAW feed. [Add: Here it is. Hulk Hogan is absolute legend, but his artists were a bit too lazy to get all the stars in (the stripes are correct).]
This configuration has not 77 stars but either 81 or 83 depending on how the top cut-off row is interpreted. Having rounded corners it's clearly intended as bunting with the number of stars being irrelevant; it's a rounded-rectangle background prop, not a flag. Speculation of US 52 and Canada 25 is totally unwarranted.
Obama once famously referred to campaigning in "57 states". The territories are states for some purposes and not for others, and their count varies depending on what purpose. The US currently claims 16 territories. I've never seen Canada counted as 25, it has 10 provinces and 3 territories.
