I was family friends w Billy Hayes, a HAARP engineer. The only person to ever speak publicly w insider knowledge. He passed a few years ago. He did multiple interviews w Elena Freeland. I reached out to her as details of the storm was emerging and she said she believes this storm was 100% seeded, amplified and steered.
