The rural storm victims are for the most part, self-starters. The areas affected are mostly Trump country.

If the storm victims are recused, their names become public information.
If their names become public information, the deep-state cannot make sure they vote 'correctly' next month.
If they are not 'missing/dead', the deep-state may not have enough fluff in the voter rolls left to rig the election.
