Questionable. Why would someone record that slow pace? You'd have a tool to open the envelope and rip right through them. Then again, these people are stupid.

Because they wanted to be able to reinsert the Kamala voted back into the envelope. But you're right it would take a very long time to go through enough envelopes to make an impact. I'm sure they have smarter ways of cheating
