The more bureaucratic a system of government gets, the less control individuals have over it.

Oligarchic globalism means governance by bureaucrats who are not accountable to anyone and cannot be removed.

National government are, at least some extent, controlled by elected politicians. Voters, citizens, have at least a modicum of control over what happens to them. Modern democracies are far too bureaucratic, but at least there a chance for people to change the direction of a government.

Organized crimininals, terrorists, drug dealers, common street criminals, are not actually introduced because to create a voting base. Criminals don't vote! They are there to create chaos and disorder; it is a fabricated crisis--so that people cry to the government for relief and the bureaucracies can come in and "solve the problem".
