Strip the fake teachers of their certifications/qualificstions/licenses and nail the enablers to the wall.

Their actions are totally and completely unacceptable.

It seems to me that if you were hired, based on fraudulent certificates, then you have committed FRAUD.

Charge them accordingly and give them their day in court.
