This is what should happen when you do a change of address with the Post Office, an automatic hold is put on your name with the SOS of your state and if your voter registration address is not changed to your new address within 30 days you will be removed from SOS voter rolls. The same thing should happen when a person dies and a death certificate is issued that the SOS of that State is notified by city/county and the persons name should be removed from the voter rolls.
I live in WA- I verified that once a death cert has been issued, the county has 6 weeks to notify the election folks- I was able to confirm my mom was "de-registered" after her passing...
