This division provides continuing FY2025 appropriations to federal agencies through the earlier of December 20, 2024, or the enactment of the applicable appropriations act. It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2025 appropriations bills have not been enacted when FY2025 begins on October 1, 2024.

Good question, people are saying he needs to be sworn in as President before making recess appointments however, there is the whole Insurrection Act and CIC theory that has been floating around for a while. If this was made known to the public, we would be in uncharted territory
There was also a theory that Trump ended the United States Corporation and we reverted back to the original Constitution. Under the original Constitutional there were no limits on terms of service for the President. Two term limit came with the 22nd Amendment in 1951.
