Unqualified means he is not in the control of the Military Arms Complex. Anyone that leads this nations military NEEDS to have been knee deep in combat and seen the horrors of war. Avoiding war should be the number one priority of all nations but when there is no other choice, you want a man that's been there and is in it to WIN and not just do a police action!
