If there isn't a controlled demo, then shards can splinter off & become long standing mafia's on their own. Best to take them down, give out new assignments to the majority so they aren't prime candidates for a mafia that could easily fill it's void

I mean this, of course, for any police or military type agencies like FBI or CIA. Dept of Education can be scrapped immediately since there's no fear of them trying to teach kids stupid things without the arm of authority behind them
