No, it's pidgin. Been around for as long as I can remember as a term and a news outlet for the BBC.
Gotta remember, they used to have a lot of African colonies to cater for. I found out about the term before I came to the UK through John cleese on faulty towers.
I can understand slang, stateside. which is how I would describe this.

Technically it's a dialect spoken outside Britain. It's funny people thought it was Boston Ian to me though.
