I guess I see it differently. To move that chess piece into position on the board the only obstacle is the Senate confirmation. If she meets with the positive and easy "yes" votes from senators, she will generate more positive "vibes" to influence other senators who may be on the fence. This photo op, as you called it, was a message to the senators. Not to us. He's a big influence on other senators.
