Ah, I see what you are thinking. The devolution guys posited that they were needed during the 4 Biden years - for the COG entities to run the country off the normal government networks.
Your thinking is close to those who thought they may have been used to grab network traffic quietly. Remember when Trump said Robert Durham instead of John Durham. Robert Durham worked for SAIC and had developed a way to “advertise” classified networks that was not detectable. This was a long time ago, so I may be describing it incorrectly….
Right. Legally speaking, every IP can be monitored and logged by the owner. I assumed they had been sold - IPv4 blocks are valuable - but the return means they were leased on a suspiciously exacting 4 year contract aligning with election.
As owner during that time, "monitoring the network for stability and security" is perfectly legal. And "its a private company it can do whatever it wants" has been a long running excuse - turnabout seems likely.
