Most Presidents have returned to Washington DC, but it is somewhat rare that they do. Most of the time, it is for the inauguration of another President, a record held by Jimmy Carter with 10 trips.
William Howard Taft and John Quincy Adams also lived in Washington after their Presidencies, but they each had a valid excuse. Taft was the Chief Justice of the Supreme Court while Q Adams was the Speaker of the House until he died. Barack Obama has no such excuse.
