My understanding is that there can be up to 99 persons per sealed indictment. Does it stay sealed until all defendants have been "processed"?

That is my understanding...yes, until they are all served and also stays sealed until the DOJ decides to prosecute. It could be that they will all be served to appear at the same time which is why some here at GAW have said it may inspire a suicide weekend.
