He and Senator Lugar (R) visited Ukraine under the guise of securing Weapons of Mass destruction in Aug. 2005. Thereafter they got the Obama-Lugar act passed which gave them money to do this. What they did (likely) was use those funds to modernize those labs and start creating the bioweapon (Covid?) and do other "gain of function" research.
