Want to believe this, but somehow I think the credit companies actually wrote the Bill for him. Having a Bill/law established allowed them to legally implement gradual incremental interest rates. I also believe his reward was or can be found in his re-election “donation war chest”….. nothing Choo-choo Chucky does is not without a “price”…….
