Have you driven into California before? They think they have international border. You cannot bring in agriculture products so they act like they have international border. Other states can actually do the same thing.
Some of the states like Texas, Oklahoma, Missouri, Arkansas are pulling over truckers and give them a reading comprehension. If they do not know or understand, their trucks are towed and they get deported or go somewhere.
