In my simplistic thinking on this, Trump did the work of opening drill sites. Over the years, drilling has become more efficient for going in many directions from one drill site, multiple channels to get the oil/natural gas. But the production has a time lag from the drilling, so the potato's regime got to reap the benefits. On top of that, as oil prices spiked, it was more profitable to produce oil. Just the other day, I read about some drill site shutting down because the price per barrel dropped below profitability. They'll just leave it in the ground until it is worth extracting.
