Generators can be used for powering pretty much anything. You can see the distribution boxes for splitting power, that tells me these will be used to power many smaller temp buildings/tents/usage and not so much a larger building. Most of the buildings there are going to have some sort of diesel backup generators, it's rumored that the pentagon has a small reactor underground for power, I would assume the WH would be similar. A semi-trailer generator this size would provide 400kW 120-600V demand, 1~ and 3~ power...translation, you can run a lot of power hungry things off just one of these.
