My theories depend on a couple of things. The main ones are who was in the plane and what kind of plane was it? It must have been small for only two people to die.

My guess is that because the plane was most likely small enough that you might not need heavy armaments. This leads me to believe that the plane was sabotaged or was shot at with some kind of personal surface to air missile or a something that could do enough damage to take it out of the sky. I don't think a missile from a large installation hit the plane if it was a targeted strike.

If it was sabotaged it's possible that the on board computers and telematics were hacked and the plane brought down. A black box would be helpful.

I think it's extremely likely it's a distraction to pull some of the NG troops away from the south. This is why I think we need to get some kind of law enforcement or militia on the ground to run some recon and then hand any sensible and valid info over to the military to do a quick analysis. I think the DS is looking to see which units in the NG would go and investigate any interference or an attack. They may see if they can move people into AZ from Mexico depending on which unit move.
