I've worked with, and read the work of, more than my fair share of neuroscientists. While it is certainly possible to test capacity for critical thinking on some quantitative scale according to some standardized test (that they create), there is no way to measure the potential for any humans capacity for it. I doubt there has ever been any attempt to try to measure that, since "potential" is not really a measurable quantity without a complete understanding of the whole. No neuroscientist (of worth) ever claims to understand the whole, so such an idea is impossible given our current level of knowledge.

If you want to insist that people are intrinsically stupid, and that is unchangeable, I suggest that is due to your programming, and you are still stuck in the Matrix.
