STOP having anyone "Take the job of Police Chief". That's a red flag and the guy becomes a target.

Instead, have a position of Police Chief... and everyone on the force take turns being that Chief. Have a group of 20 or so officers that display some sort of leadership ability, and rotate days. Every 20th day, it's your turn to be "chief for the day" again. Cartels really can't target "the police chief", because it changes daily.

In fact, I would even mix up the order to keep them confused. 😬 If you really want to make it random, every morning put all the names in a box and then draw a name randomly to see who is today's police chief. Let's see them figure THAT out.
