Forcing someone to handle a situation when they need resources devoted to another project is it's own tactic, it keeps them busier so they can't settle down and run things the way they'd like. Imagine you go into a grocery store one night and turn everything in their back room upside down. They're obvsly gonna have a horrible next day unfrigging what you just did which will cause things to not run smooth and they will make less money, having a heads up wouldn't have made them any less screwed.
