That's my read on it, too.
If you've ever watched films that depict someone being taken outside, knowing that they are going to be whacked by their mob buddies (former), And you can read the real human acting portraying the response, well....
And taking the guy out in front of everyone is a really big, clear signal, one that would not be undertaken unless everything was already in place. IMO.
