I disagree that what you think were attempts were attempts. At least I don't think they were coordinated (AKA a group of White Hats) attempt. I think they were purely theatre (with the exception of JFK as noted). At least they were theatre (completely controlled opposition on both sides) after the initial problem.

I think that a group of people did try with JFK and lost. They then went into hiding and are now trying again. It is the only thing that fits all the evidence by my assessment.

Well... there is one other situation that fits the evidence. Q is also controlled opposition.
