The Cabal wants their civil war. This is a good way to start one by: the police defending themselves against said yahoo’s or gang members charging in, then families get mad and retaliate against defensive police, supportive citizens of police go on a lynch mob against the other citizens, police get involved more, and on and on like Judge Dredd it could go.
