Notice how point (B) and (C) uses circular reasoning?


EDIT: I was at fault for using the term circular reasoning here. Further investigation led to the understanding that the definitions are specifiers for sub-categorizing entities of the "United States", as in, specifying three instances of where "United States" is represented in terms of collecting federal debt.
