One thing is competition, of course. The illegals are cheaper, so presumably most of even those companies that would prefer to hire citizens for the grunt work can't afford to do that, or at least think they can't, because then they'd lose to those that do use the illegals.
Plus I presume you may have other systems in use, like maybe government subsidies, that help companies that hire "refugees" or such compete against firms that rely on only citizen employees. I know something like those exist in Finland.
