Yes. I do not believe that the vaccine will ever be FDA approved. It will take a minimum of 5 years for the clinical trials to be completed and peer reviewed. Also, we know that low cost and safe alternatives are readily available, such as HCQ and Ivermectin. With these medicines, there is no need for the injection to ever be FDA approved.

I have family members in their 70s who contracted Covid-19 and took Ivermectin. Within 12 hours of the first dose, they reported feeling 80% better! They took 4 doses in total (one a day as needed, up to 5 days maximum) and recovered with no complications.
