I've heard that "+++" is "end of message" in press talk. It's also synonymous with "###", and both are old school press symbols. A couple of pedes explained this when we asked about it in February, since GN also uses it a lot as well.

This doesn't preclude it from other uses or meanings. In GN chat lines it's sometimes interpreted as three crosses as well for the rest of the audience who don't know where it's used in either Q posts or general press talk.
As for what exactly it means I'm not sure, but I think your observations are right in that it is a deliberate insertion to signal something operational.
