That's been close to my own thoughts. You just need to understand three things:

• Governments, corporations and other organizations have a strong motive to influence public discourse

• There is NO significant barrier to prevent bots from making accounts (No barrier at all for twitter itself to run bots while taking payments off the books)

• It is incredibly easy to run a very large number of bots with very basic hardware
