Q also alludes to quantum computers which make up project looking glass so I always surmised that the reason we would be surprised was because the drops were all done by the artificial intelligence super computer because only it knows the exact sequence of event (looking glass). There are obviously humans involved on the Q team but I believe the drops are done by (the one we are "talking" to) a computer. The AI is telling us that "it had to be this way" because this is the way it figured out to sequence events to arrive at the desired outcome
