More specifically, limiting the unconstitutional overreach of the executive branch of the federal govt. All a favorable ruling does is force congress to do their (legislative branch) job, by legislating proper laws, in accordance with the constitution.

The constitution does not say, nor imply that the executive branch has any authority to create laws. Nor does it state that the executive branch can make a law, and then invent a loophole in the constitution by naming such a law a "regulation."

Most (all?) Federal agency regulations are in essence laws that were not directly created by congress, and therefore unconstitutional. Also, the constitution does not give congress any sort of power to transfer its law making authority to any other entity, such as the EPA in this case, nor any other branch of government.
