Of course cannot rule out sabotage but there is no evidence either. The first outage was a few minor islands off the Scotland coast, and was fixed the next day. The other cable break ON LAND in France as far as I can tell from the confused Breitbart writings and sounds equally trivial.
Fishing boats routinely cut these cables all the time by accident or negligence.
Having said that I guess there is a point of view that if a foreign power wanted to remind the world that they could cut anything anytime, then doing it undetected right on their enemy's doorstep would score extra points.
