I think if it were a DS psyop they would not have spent so much energy and resources countering it. Hundreds, if not thousands, of articles including in obscure print magazines came out prior to the mainstream ever hearing about Q. The DS desperately needed to get ahead of the story and prevent the masses from ever looking into Q themselves. They know most are mentally lazy and will dismiss it outright as "conspiracy" if that's what the article says. They were/are terrified of mass awakening.
