My understanding is that Japan wanted to close the base at Okinawa. Japan also was expanding talks with China. That did not set well with the war hawks and neocons in the US. Then Secretary of Defense Robert Gates issued a statement to Japan that could not be taken in any other way by Japan as nothing short of a direct threat; Gates said in effect that if Japan continued its then present course there would be "dire consequences." A short time later, the earthquake-tsunami struck. I think that there is enough evidence to show that the power plant was an inside job and was the icing on the cake to bring Japan in line. They have been playing by the rules since then.

Earthquake tech does exist and the weaponization and prediction capabilities of the tech and the mapping of earth's interior is far more extensive than what they are letting on. Governments exploit such geophysical knowledge of high tension areas to either their advantage and their defense if they hold this knowledge and capacity. Areas are monitored by careful attention to VLF, ULF ELF(very/ultra/ extremely low frequency, respectively) longitudinal waves. That monitoring would thus also permit the ability to know when certain areas are under greater than normal stress, and when one possessing the weaponized technology could "tweak them" or "tickle" them, disturbing the delicate equilibrium of built up stress and... voila! earthquake.

I think this is why the YouTube channel Dutchsinse has been attacked in such an extreme way over the years because he actually knows how to predict earthquakes with a pretty good accuracy rate. The USGS writes him off as a quack, but is that just because he is too close to some of the actual truth?
