This may sound strange, but see if the mom can go skin to skin with him as much as possible and have the nursing staff monitor his heart and O2 levels when she does. I know of a mom whose baby was also a preemie and every time the baby went to NICU (away from mom),her levels would also dip more but then when she went skin to skin with mom, their heart rates would literally sync up! It's the most amazing thing ever and this actually helped this little girl so much that she ended up leaving the hospital a lot earlier than expected! The cool thing was that the nurses actually picked up on it and asked her to keep coming back and it wasn't long before the baby's heart rate and O2 levels were sustained by themselves. I did a little digging to see if I could find anything written up about it and for now I just found this:

This article talks about it helping babies with actual heart problems, so I think there has to be something to it, you know?
