Back before youtube and Google began scrubbing everything, someone made a video where they went to Sandy Hook. The neighborhoods around the school were very strange. Many of the neighbors began simultaneously setting up lawn chairs on their driveways and staring as if they all somehow immediately knew an outsider had entered the neighborhood. There seemed to be fake stores that were clean but not actually in operation. The whole thing had the feel of an entire town populated by intelligence assets.

edit: I look at it like this: If 0.1% of the population of the United States is in on it, that is 332,000 people to work with. That is 1 in 1000 people. It seems like a plausible number to me. That is more than enough to set up a few fake towns for false flags, plus have thousands of actors on standby.
