Everyone is a "Conspiracy Theorist". Take the death of Julius Caesar, either a group conspired to stab him, or he died in his sleep and there's a vast conspiracy to push a lie in all history books.
This only makes sense if you need to get something rare somewhere quickly (like people who are experts). Otherwise you airlift from the nearest US base. The fuels that work best for this have to be kept cold, so you take a long time fueling them up, or keep them siloed fueled and ready. Maybe there is some new solid rocket propellant? Oh yeah and you might set off some "America's doing a preemptive Nuke strike" alarms.
A rumor started about 12 year olds in competition to get as many jabs as they could would certainly be better than them actually doing it, kids play some stupid games. I think either would cause those who could be liable to change their MO. Just a thought.
