Step 1: Download and install Android Studio
Step 2: Create an app called EMERGENCY ALERTS and choose a little yellow triangle with an exclamation point as the app icon.
Step 3: Code the app do notifications and make it display whatever text you want, whenever you want.
Step 4: Test the app on your device and take a picture of the notification like this post.
Not saying this picture is necessarily fake, but it is very easily faked.

Additionally, that site that allows you to download the image also has a hi-res version to download. If you run binwalk on the hi-res image it gives the typical stuff plus: 3344059 0x3306BB StuffIt Deluxe Segment (data): f It can be extracted using: binwalk -Me 210211-F-DG623-0012.JPG -Me This is where I'm at. Could very well be a false positive but not sure yet. Might be going down the wrong path.
