So, from reading this bill, it seems like this is an attempt to give "gender affirming care" to children who are runaways. It's my understanding that this is the Hegelian reaction to children being indoctrinated with transgender ideology at schools. Teacher grooms, parents reject, kid runs away, agency applies hormone-blockers; is my understanding correct?
