Peter Navarro has said that the inauguration can be delayed. I assume that he means by changing it to March 4th as the original stated. Lincoln was inaugurated on March 4th. Things would take as long as they need to happen.

I think partly it is because of high profile individuals (who are definitely not the ones behind Q) telling the President to invoke Insurrection Act and call martial law. When the 6th happened, it seems to them that the President haven't done anything to prevent it.
What is not discussed at the time is that using the military doesn't mean deploying ground troops. I am an electrical engineering major, so I know how electronics and the internet can be utilized. Remember that one of the premise of Q (at least what I realize) is that the DS is dependent on the technology, which gives us a tremendous amount of tools to fight them.
