We need a Constitutional amendment that says that Congress may pass no laws whatsoever that they are exempt from.
We need another mandating single item bills. No omnibus or burying pork in bills the size of the NYC phone book.
Additionally, every authored bill should have an affidavit signed by the sponsoring Representatives/Senators that attest that "The undersigned do declare that they believe that every dollar of taxpayer funding for the referenced legislation is better spent in the implementation of the attached legislation than if those same tax Dollars were to be retained by the hardworking Americans who earned it. "
Reminder: sealed records =/= sealed indictments.
50 people could be named in a single sealed indictment. Conversely, there could be 50 sealed documents that are in support of 1 sealed indictment that names a single individual.

There was almost a thousand filed. Surely they have a single perjury case buttoned up, yes?
