Uh, great, but the big problem here isn't what limits Congress sets or not, but the fact federal agencies can create laws, period.

However, I asked because I had just lol "noticed" at least a couple mods were facilitating the nazism (and stuff) and sheltering accounts that have spent years promoting criminality up to and including death threats. Well, I watch your posts here because (despite how p.win users frame it) GAW is 1000x more reasonable. At this point, I suspect all of p.win is some kind of head trip to lure America First patriots into behavior and attitudes they wouldn't normally indulge. GAW shares the .win domain, you must share your user database, and you're listed on "Scored"; I don't know how deep the relationship really is, other than that.
