I'm more inclined to believe they released it on purpose at an exact, calculated time strictly for the purpose of manipulating our elections. The "we've been fighting it and keeping it a secret" narrative is more custom tailored to China trying to cover its ass.

If China had been fighting it for a year before it became public, then that could contradict a narrative that Fauci funded it. It muddies where it originated from. It covers Fauci's ass and will probably be used to fight the narrative that Fauci funded the gain of function because "we've been fighting it for long before that happened".
