One example is the current Covid emergency and what is was, and still is, based upon. What may be excused in the emergency's initial implementation due to lack of data, over time, can no longer be justified based upon the information that is now available - but yet it continues in many places. So, I do not see how Canada's government will have any more difficult a time declaring this emergency powers act that will be based upon BS flimsy reasons than they did in declaring the Covid crisis as an emergency that allowed them powers. These are tyrants and they do not follow the law - except when it suits them.
