You have to understand that there are still people who are asleep. This process isn't really for those who are 'awakened' already, but for the ones who aren't. You can't just rip off the band-aid from someone who has been brainwashed for 40 years and expect them to make a 180 overnight. We need to get down to that 4-6%. Otherwise you'll get chaos or civil war - things the DS can use as leverage for their shit.
