I'll be honest, the only thing that I'm confident in stating is that it existed as a nation prior to 1912. There are a lot of pretty out there claims if you look around though, as with most hidden knowledge topics, so I try to be very skeptical.

That said, there are claims that they used a "cleaner" style of energy, where the whole construction of society from the ground up was built around the flow of energy in the environment. They point to a lot of old buildings that are generally more aesthetically pleasing than modern construction, and sometimes use this to suggest that Tartaria extended into North America. I've heard people claim it was wiped out in a great "mud flood" that buried the nation. According to those people there are a number of these older style buildings around with the first several stories buried completely. There are some who claim that the region contains elements which react particularly well to energy fields. There are some records of a national flag for the nation, a yellow field with either a dragon or an owl in the center. Turkey has a display of the busts of ancient leaders in the region with dates listed indicating they supposedly lived for hundreds of years.

A few things I found myself is that apparently the soil and conditions in the region produce particularly nutritious crops. I also found that Russia did quite a bit of underground seismic imaging for oil exploration. Apparently the CIA actually released a document within which they state that they believe the soviets are rewriting Tartar history to be more pro-Russia.
